They're both the same person.
Only she's a spy, so you'd never guess if you didn't already know.

The first, in the jacket, is "Moira" (she wanted that name, and it stuck). She's part of an underground rebellion brewing—not in her own nation, but in one of their (supposed) allies. Actually, they're on the edge of an open war (as opposed to the behind-the-scenes stuff that's been going on for years). Encouraging unrest is useful, and so it's keeping tabs on people one might have to deal with someday.
The second is "Kira Aldenten" at an embassy party, this time as her proper nationality. She's not particularly associated with the embassy, but there are only so many of her countrymen in the city, and so a traveler like Kira would get invited to events. This persona is mostly a legal way into the country, and a way to make contact with the embassy staff.
She also has a lounge-singer persona named Arsha. Arsha is her day job. (Except, um, she works at night.)
Actually, back to the topic of making contact, the only person who knows she's the top spy in the region is the ambassador. Their undercover network and diplomatic corps have been compromised, and Moira/Kira/Arsha is cleaning up.
